What’s Being Built Around TSMC in North Phoenix?

Halo Vista and NorthPark are the two major developments planned around the TSMC semiconductor campus in North Phoenix. Plans include new housing, a Costco, Marriott hotels, shopping, dining, and employment space near I-17 and Loop 303. Construction and opening schedules vary by project.
I’ve lived in Fireside at Norterra since 2007, and this is an area I follow closely. Here’s what’s planned and why it matters if you live nearby or are considering a move.
What is Halo Vista in North Phoenix?
Halo Vista’s current developer website describes an approximately 2,400-acre development next to the TSMC campus. Developers held a groundbreaking on March 26, 2026, with initial work focused on site preparation and infrastructure.
The approximately $7 billion project is planned to bring together manufacturing, research, offices, retail, housing, and educational uses. That mix could give people more places to work, live, and spend time close to the campus.
According to the Halo Vista groundbreaking announcement, early announced components include:
-
A Costco.
-
A five-story Marriott hotel combining Courtyard and Residence Inn.
-
A planned auto mall with approximately 11 dealerships.
The first retail phase is planned along I-17 and Dove Valley Road. An announced business and an open business are different milestones, so opening dates will be important to follow.
What shopping and restaurants are planned near TSMC?
Halo Vista’s developer identifies Lumen Square as a planned regional retail and hospitality district. A separate Town Center is designed to combine housing, dining, and everyday services in a more walkable setting.
Those plans help explain the vision beyond the first Costco and hotel announcements. For residents, the practical questions will be which businesses sign on, when they open, and how easy they are to reach.

What is NorthPark, and where will its homes be?
NorthPark covers approximately 6,354 acres west of I-17, between Loop 303 and the CAP Canal. Phoenix approved its rezoning and related General Plan amendments on December 17, 2025.
The project’s published FAQ identifies a maximum of 15,150 residential units, including a mix of housing rather than 15,150 detached houses. That is a planning cap, rather than a count of homes under construction or available to buy.
Plans also include commercial and employment uses, potential school sites, and approximately 2,100 acres intended to expand the Sonoran Preserve.
TSMC joined PulteGroup in the NorthPark planning effort, with an approximately 900-acre Innovation Corridor south of Loop 303 intended to support future operations. This connects the housing story with the area’s employment growth.

Will TSMC growth raise North Phoenix home values?
TSMC-related growth could support demand for nearby homes, but it does not guarantee that a particular home will increase in value.
Employment growth could bring more people looking for homes near TSMC. Over time, new communities could also give those buyers more choices. The pace of each will matter.
If you’re selling in Norterra, Fireside, Union Park, Sonoran Foothills, Tramonto, or Anthem, the bigger growth story is useful context. Your home’s price and marketing still need to reflect the homes buyers can choose from today.
That means watching nearby listings, builder incentives, showing activity, and recent sales. A major development announcement alone does not tell us what a buyer will pay for a particular home.
Where should you live if you work at TSMC in Phoenix?
Norterra-area communities such as Fireside at Norterra, Union Park, and Sonoran Foothills are places to include in your home search. Tramonto and Anthem offer additional options to compare. The right choice depends on your budget, work location, commute, and the home you want.
Start with homes that fit your move date. A future community may sound appealing, but its homes and services may not be ready when you need them. Visit established neighborhoods to compare the streets, amenities, and shopping already in place.
I also recommend testing your commute at the time you expect to drive. Distance on a map is only one part of choosing a location. Your work entrance, route, and nearby construction can all affect the trip.

When will the Costco near TSMC open?
Costco has been announced for Halo Vista near I-17 and Dove Valley Road. March 2026 reporting from ABC15 and the Phoenix Business Journal pointed to an expected opening in the first half of 2027. Treat that as a projected window, rather than a confirmed grand opening date.
When can you buy a home in NorthPark?
NorthPark’s rezoning approval sets the framework for future development. It does not mean all planned homes are being built or offered for sale.
Before planning a move around NorthPark, confirm the specific builder, sales release, and expected completion date. If you need a home sooner, compare existing homes and current new-construction options nearby.
