TSMC & the North Phoenix Semiconductor Corridor

TSMC’s expanding North Phoenix campus is driving new jobs, suppliers, infrastructure and development throughout the surrounding corridor.

 

TSMC Arizona Expansion
 
Status: Confirmed expansion, with multiple facilities under construction
Location: North Phoenix near Interstate 17 and Loop 303


 
LATEST UPDATES;


- TSMC announced an additional $100 billion investment on July 16, 2026.

- Its total announced Arizona commitment is now $265 billion.

- Plans include 10 fabrication plants, two advanced packaging facilities and an R&D center.

- Construction of Fab 2 is complete, with volume production expected in 2027.

- Fab 3 reached its topping-out milestone in May 2026.

- Four additional advanced fabs were announced, but construction timelines have not been released.

Halo Vista Development
 

Status: Under construction
Location: I-17 and Dove Valley Road, directly next to TSMC
 
LATEST UPDATES:


- Halo Vista officially broke ground on March 26, 2026, with initial work focused on site preparation and major infrastructure.


- The approximately 2,300-acre, $7 billion master plan allows for nearly 30 million square feet of mixed-use development.


- Planned uses include advanced manufacturing, offices, research and education, retail, hospitality and housing.


- A planned 780,000-square-foot industrial park near TSMC is expected to include seven buildings across roughly 55 acres, with a focus on attracting semiconductor suppliers and other companies that want to be close to TSMC.


- Confirmed first-phase anchors include Costco, an approximately 10-dealer auto mall, and a dual-branded Courtyard and Residence Inn by Marriott.

 

- Developers have announced plans for seven industrial buildings totaling more than 780,000 square feet near Dove Valley Road and 43rd Avenue. The space is intended for TSMC suppliers, advanced manufacturers and supply-chain companies.

 

- Site development is anticipated to begin in late 2026. This phase is planned; vertical construction has not yet been confirmed.

WHY I'M WATCHING THIS

 

TSMC may be getting most of the attention, but what's being built around it could be just as important to North Phoenix over the long term. This new industrial phase is another sign that Halo Vista is starting to take shape as more than one development, it's becoming part of the larger growth happening around TSMC.

NORTH PARK

Status: Confirmed plan, pre-construction
Location: Southwest corner of I-17 and Loop 303
 
 LATEST UPDATES: 
 
- NorthPark is a future mixed-use master-planned community in the TSMC growth corridor.


- City of Phoenix information describes plans for approximately 15,000 homes.

- The plan includes local services, infrastructure and mixed-use development.

- Approximately 2,100 acres of open space are planned for donation to the City of Phoenix to expand the Sonoran Preserve.

- The NorthPark zoning case has been adopted and marked complete, but a construction timeline has not been announced.

- Significant long-term housing growth
- New demand for roads, schools and everyday services
- Additional preserved desert land
- Expansion of the developed area north of existing North Phoenix communities

Transportation & Infrastructure

Status: Under construction
Location: Loop 303 between I-17 and Lake Pleasant Parkway
 
LATEST UPDATES:
 
- Construction began in January 2026.
- Direct freeway-to-freeway ramps are being built between Loop 303 and I-17.
- Loop 303 will expand to three lanes in each direction.
- New bridges will accommodate a future interchange at 67th Avenue.
- The first segment between I-17 and 51st Avenue is a $129 million project.
- Construction is expected to take approximately two and a half years.

- Easier connections between I-17 and Loop 303
- More capacity for TSMC and North Phoenix traffic
- Temporary closures and delays during construction

Luna Grill — Opening September 9, 2026
3025 W. Dove Valley Rd., Phoenix, AZ 85085

Luna Grill Mediterranean Kitchen is opening its newest Valley location in North Phoenix on September 9, 2026. The restaurant will bring its Mediterranean menu of bowls, wraps, salads and grilled proteins to the growing Dove Valley Road/85085 area.

 


 
Pointe17 is a 14-acre mixed-use development with approximately 36,000 square feet of retail space and 224 apartments at The Refinery, bringing new dining and everyday services closer to 85085, Tramonto and the TSMC employment corridor. Additional tenants are planned as the center fills in.

Union Street at Norterra

Status: Open and continuing to develop

Hammer & Nails at Union Street at Norterra

 

Hammer & Nails, a premium barbershop and men’s grooming lounge, has been identified as a future tenant at Union Street at Norterra in North Phoenix. Services include haircuts, beard grooming and shaves, men’s manicures and pedicures, waxing and face treatments. An opening date has not yet been announced.

 

Pinky Nails & Spa has also been identified as a future tenant. An opening date has not been announced.

 

Union Street at Norterra continues to take shape as a major mixed-use destination near Happy Valley Road and Norterra Parkway. The first phase includes two newly constructed retail buildings that are now fully leased to Shake Shack, First Watch, CAVA, Tropical Smoothie Cafe and Firebirds Wood Fired Grill. The development is also adjacent to the new AC Hotel by Marriott and Element by Westin. A second phase is underway and is expected to include approximately 308 apartments along with a future grocery anchor.

 

 

Why it matters:

 

Union Street is expanding the dining and shopping options surrounding The Shops at Norterra while adding more amenities near Fireside at Norterra, Union Park and other 85085 communities. The fully leased Phase I retail center sold in 2026 for $843 per square foot, reflecting continued investor confidence in the growing Norterra and I-17 corridor.

Fire ’N’ Ice Sports Arena
 
Status: Under construction

Location: 2727 W. Bronco Butte Trail, Phoenix, AZ 85085
 
LATEST UPDATE:
 
- Fire ’N’ Ice Sports Arena is expected to open in September 2026. The official project website has not yet confirmed an exact public opening date. 

- The 250,000-square-foot complex is planned to include two NHL-size ice rinks, five multi-sport courts and a main arena with seating for approximately 2,500 people.
- Plans also include an athletic academy, fitness center, restaurants, wellness services and an adjacent hotel.
- The venue expects to host hockey, basketball, volleyball, concerts, comedy and family entertainment.

Why it matters: 
 
Fire ’N’ Ice will add a major sports and entertainment destination in 85085, creating new recreational options close to Norterra and nearby communities.

Harkins Norterra 14 Renovation 
 

Status: Renovation complete as of 8/1/2026

Location: 2550 W. Happy Valley Road at The Shops at Norterra
 

Arizona’s first 4D E-Motion auditorium opened at Harkins Norterra on July 31, 2026. The experience combines motion seating with synchronized wind, water, scents and lighting. The theater has also added a CineBar and CineXL screen as part of its improvements.
