If you’ve been seeing all the construction near TSMC in North Phoenix, you’re probably wondering:
👉 What is Halo Vista?
👉 And what exactly is being built there?
You’re not alone, this is one of the most talked-about developments in the area right now.
Halo Vista officially broke ground on March 26, 2026. Initial work is focused on site preparation and the horizontal infrastructure needed to support future development.
What Is Halo Vista?
Halo Vista is a planned 2,300-acre master-planned development located near Interstate 17 and Dove Valley Road, directly next to the TSMC semiconductor campus in North Phoenix.
And this isn’t just another neighborhood.
It’s being designed as a large-scale, mixed-use community ...often described as a “city within a city.”
What’s Planned for Halo Vista?
At full build-out, Halo Vista is expected to include up to 30 million square feet of development, combining multiple uses into one connected area.
Here’s what’s currently planned:
🏡 Residential
- Residential development is included in the master plan.
- The latest official groundbreaking announcement does not specify a final home count or residential construction timeline.
🛍️ Retail & Restaurants
- Shopping centers and everyday conveniences
- Restaurants and dining options
- A planned Costco near I-17 and Dove Valley Road
🏢 Office & Employment Space
- Office buildings
- Research and technology spaces
- Industrial and supplier facilities supporting TSMC
🏨 Hospitality
- Two hotels already announced:
- Courtyard by Marriott
- Residence Inn by Marriott
These will support business travel tied to TSMC and surrounding companies.
Why Is Halo Vista Being Built Here?
The biggest driver behind Halo Vista is the expansion of TSMC (Taiwan Semiconductor Manufacturing Company).
TSMC’s announced investment in its North Phoenix campus now totals $265 billion following an additional $100 billion commitment announced in July 2026., bringing:
- Thousands of jobs
- Global suppliers
- Long-term economic growth
Halo Vista is being developed to support that growth by creating a live-work-play environment right next to one of the most important semiconductor campuses in the U.S.
What’s Happening Around Halo Vista?
In addition to the development itself, major infrastructure is already underway to support the area.
One of the biggest projects:
Loop 303 & I-17 Freeway Improvement
- Construction began in January 2026.
- New direct ramps will connect Loop 303 and I-17.
- Loop 303 will be widened to three general-purpose lanes in each direction between Lake Pleasant Parkway and I-17.
- New bridges will accommodate a future interchange at 67th Avenue.
- Construction is expected to take approximately two and a half years.
This is a key piece of making the area more accessible as it continues to grow.
